Citizen Participation at the Heart of Kenya’s Transformation, Says PS Salome Muhia

The Principal Secretary for Correctional Services, Dr. Salome Muhia Beacco, has emphasized the government’s commitment to empowering citizens through open engagement and participatory governance.

Speaking during a public engagement forum at Kahuguini Primary School in Gatundu North  Constituency, Kiambu County, Dr. Muhia said the Kenya Kwanza administration is prioritizing direct interaction with citizens to enhance transparency, accountability, and service delivery.

“This administration believes that development cannot be achieved from the boardroom — it must start with the people,” Dr. Muhia said. “We are walking with citizens at every step, listening to their needs, and ensuring their voices inform our national policies.”

The PS added that her ministry continues to strengthen correctional programs that support rehabilitation, skills development, and reintegration of offenders into society. She noted that empowering individuals — even within correctional facilities — is part of a broader vision of building a productive and responsible citizenry.

“Every Kenyan deserves an opportunity to contribute to nation-building,” she said. “Through vocational training and mentorship in our correctional centers, we are changing lives and reducing reoffending.”

Dr. Muhia urged the public to support government initiatives aimed at improving livelihoods and public services, saying such cooperation accelerates progress and ensures accountability.
